- Identify the load. List the real components — preparation, execution, communication, review, decisions, follow-up, maintenance. Do not count only the visible output. Count the operating load.
- Locate the capacity points. Identify the people, processes, tools, meetings, and decision points that must carry the work. Where does it enter, get reviewed, get approved, get delivered? Capacity points are where bottlenecks can form.
- Estimate throughput. Ask what each capacity point can realistically handle per week, per meeting, per cycle. The number does not need to be perfect — it needs to be honest enough to reveal obvious overload.
- Define the constraint. Every system has constraints. Name the most likely one — time, money, review, approval, skill, decision authority, documentation, tool capability, attention, or physical capacity. A named constraint can be governed. A hidden one becomes a bottleneck.
- Adjust the plan. Once capacity is visible, adjust the work — reduce scope, extend timeline, add support, simplify deliverables, clarify decision rights, or stop lower-priority work. Capacity planning is not pessimism. It is responsible adjustment.
- Review after execution. After the work runs for a cycle, review it. What bottleneck appeared? What was underestimated? Who was overloaded? What needs redesign before the next cycle?
